Thomas & Lewin Associates, Inc. provides HCS services throughout most of the State of Texas.

Our extensive knowledge is based on demonstrated experience in administrative and clinical practice in the fields of mental retardation services.

Thomas & Lewin Associates Quality Care Community Services is a collaboration of two colleagues who became business partners as well as best friends.

Athena Thomas and Anne Lewin began their careers with Harris County MHMRA in 1989 and 1990 respectively. Anne Lewin was the first case manager in Harris County to work with the Home and Community Based Services Program, HCS. In turn she trained the first case managers that would continue to work with HCS individuals. Athena Thomas was hired as the second case manager for Harris County MHMRA.

Since 1989, Athena and Anne have continued to work with HCS individuals in many capacities. Throughout the years, they have worked in varied positions from Support Staff to Program Director for other providers. With their reputations preceding them, other providers began to call Athena and Anne for consultation services to prepare for their start up and/or their annual audits.

The two friends continued to provide Consultation Services. They opened their own program! In 2002, Thomas & Lewin Associates Quality Care Community Services was the wonderful result.
